Cortlandville man charged with rape

CORTLANDVILLE, N.Y. – A Cortland County man was arrested on a rape charge following a domestic dispute at an apartment in the town of Cortlandville.

At around 8 a.m. Thursday, the Cortland County Sheriff's Department responded to a disturbance at North View Apartments on Route 11, where two men had become involved in a physical altercation, according to Lt. Todd Caufield.

During the fight, one of the men confronted the other about a reported sexual assault. Deputies took Jessie L. Owens, Jr., 53, into custody for the reported sexual assault.

The victim of the sexual assault was present in another apartment at the complex and was transported by TLC Ambulance to Cortland Regional Medical Center for treatment of undisclosed injuries.

Owens faces charges of first degree rape, a class B felony, and misdemeanor charges of unlawful imprisonment and endangering the welfare of a child.

Owens was arraigned in the Town of Cortlandville Court and remanded on $50,000 cash bail or $100,000 bond. He is due back in Cortlandville Court Monday.

The investigation is continuing and additional charges are possible, Caufield said.
