Sheriff-elect Helms appoints jail captain as undersheriff

CORTLAND, N.Y. – Sheriff-elect Mark Helms announced Wednesday that he will appoint Captain Budd Rigg as the undersheriff for the county.

Rigg will replace Undersheriff Herb Barnhart, who lost the race for county sheriff in a contested election last month.

Rigg began his career with the sheriff's office in 1995 as a corrections officer. He moved up the ranks before being promoted to Correction Captain in 2006.

His duties have included being an instructor for unarmed tactical defense and a crisis negotiator.

"Captain Rigg enjoys working to maintain the integrity of the jail operation as well as working with the criminal justice community to meet future issues and needs," Helms said in a press release Wednesday.

Rigg is also part of an exploratory committee to build a new jail in the county. Rigg has previously said that the committee is looking into the possibility of a joint public safety building that would house both the City of Cortland Police Department and the Cortland County Sheriff's Office.

Helms will take office in January 2016.
