Police allegedly find cocaine in vehicle following traffic stop in Homer

CORTLAND, N.Y. — Three people were arrested Thursday on drug-related charges following a traffic stop on I-81 in Homer, state police said.

On Thursday, New York State Police and the Cortland County Drug Task Force arrested three people after executing a search warrant on their vehicle during a traffic stop on I-81 in the town of Homer.

Thelvan E. Hardy, 39, of 623 Park St, Syracuse, and Rhonda L. Couch, 36, of 1148 Route 221, Marathon, were both charged with third-degree criminal possession of a controlled substance, a class B felony.

Couch was also charged with second-degree criminally using drug paraphernalia, driving while ability impaired (DWAI) by drugs, and aggravated DWAI by drugs with a child in the vehicle, all misdemeanors.

Taylor M. Latta, 21, of 915 Alfred Lane, Homer, was charged with seventh-degree criminal possession of a controlled substance and endangering the welfare of a child, both misdemeanors.

During the search, police seized about 3 grams of cocaine and crack cocaine, a digital scale with cocaine residue, cellophane wrappers, a cell phone, stem pipes, a marijuana pipe and $2,871 in cash.

Hardy was arraigned in Homer Town Court and taken to Cortland County Jail on $7,500 cash bail or $15,000 bond. Couch was jailed on $15,000 cash bail or $30,000 bond. Latta was released on an appearance ticket.

Latta's child was turned over to a family member following the investigation, authorities said.
