Cortlandville man struck man in face with electronic smoking device, police say

CORTLANDVILLE, N.Y. — A Cortlandville man was arrested on multiple charges Wednesday after he allegedly struck a man in the face with an electronic smoking device, according to the Cortland County Sheriff's Office.

On Wednesday, officers responded to a home on Clinton Street in the village of McGraw for a reported disturbance.

Upon arrival, responding officers found that Martin E. Harris, 37, of Cortlandville, had struck another man in the face with an electronic smoking device, the sheriff's office said.

Harris was arrested for second-degree harassment and third-degree menacing, both misdemeanors.

After he was transported to the sheriff's office for processing, Harris became "disorderly and uncooperative" by preventing officers from completing necessary paperwork, authorities said.

He was then charged with misdemeanors of disorderly conduct and obstructing governmental administration.

Harris was arraigned in Cortlandville Town Court on the harassment and menacing charges. He later appeared in Cortland City Court to answer to criminal allegations of disorderly conduct and obstructing governmental administration.

He was taken to Cortland County Jail on $2,500 bail.
