Narrative: An investigation revealed that the defendant, who was incarcerated at the Cortland County Jail on an unrelated matter, was found to be in possession of an undisclosed item which is not allowed in the facility, according to the Cortland County Sheriff's Office.

Meth-making materials found in Cortland man's backpack

Name: Charles F. Mullen

Charges: Unlawful manufacturing of methamphetamine in the third degree (felony); criminal possession of a controlled substance in the seventh degree (misdemeanor)

Narrative: Mullen had a parole warrant. Officers learned he was inside a home on Port Watson Street and arrested him on the warrant. He was in possession of a backpack that contained components used to manufacture methamphetamine, police said. He was arrested and taken to Cortland County Jail without bail.

Cortland man charged with DWI

Narrative: Francis F. Ossit was arrested Tuesday for driving while intoxicated after he failed to keep right on West Court Street, according to Lt. Richard Troyer with the City of Cortland Police Department.

Narrative: Townsend had an active bench warrant for failure to appear in Cortland City Court. He observed driving on Owego Street and was found to have no license, suspended driving privileges, marijuana, and hash, police said. He was arrested and remanded to Cortland County Jail on $500 cash bail or $1,000 bond.
