Cops: Man struck female in face

Narrative: While at a residence on South Avenue, David G. Congdon struck a female in the face with a closed fist in front of a 5-year-old girl, city police said. He was released to appear in city court at a later date.

Cops: Wisconsin man urinated in front of Main Street building
