Cortland man arrested on meth making charges

Name: John E. Harris
Age: 31
Address: Cortland, N.Y.
Charges: Criminal possession of a controlled substance in the second degree (felony); unlawful manufacture of methamphetamine in the third degree (felony); criminal possession of a weapon in the third degree (felony); criminal possession of precursors of methamphetamine (felony); misdemeanor drug charges.
Date Arrested: Nov. 29, 2017
Narrative: Harris was acting suspiciously in front of Kinney drugs on Clinton Avenue, according to police. Officers stopped him for riding a bicycle on Charles street without a bell. He was found to have a small amount of meth and some amphetamine pills. Police then searched Harris' last known residence on Charles street, where the items to manufacture meth were located. The New York State Police Contaminated Crime Scene Response Team responded to clean the apartment. Harris was sent to jail with no bail to appear in court at a later date.

Charges: Criminal possession of a controlled substance in the seventh degree (misdemeanor); criminal possession of a hypodermic instrument; driver's view obstructed (violation)

Narrative: Nolan was stopped on Rickard Street. He had a straw containing heroin, police said. He was released to appear in court at a later date.

Narrative: Dixon was stopped on Rickard Street. He was in possession of four hypodermic syringes, police said. He was released to appear in court at a later date.
