Two charged in domestic incident

Defendant #1: Kail A. Labouf, 23, of Cortland;
Charges: Three counts of endangering the welfare of a child (misdemeanor); fourth-degree criminal mischief (misdemeanor); harassment (violation)
Defendant #2: Justin A. Blake, 27, of Cortland
Charges: Criminal contempt in the first degree (felony); third-degree criminal mischief (felony); three counts of endangering the welfare of a child (misdemeanor)

Narrative: On Saturday, Jan. 13, two people were involved in a verbal dispute at a home on Clinton Avenue. During the argument, Blake broke Labouf's cellphone, which violated an order of protection that Labouf had against him. Labouf also damaged a door and threatened to harm a 27-year-old female who was at the home. The dispute occurred while three children were present. Blake was jailed on $2,500 cash bail and Labouf was released on an appearance ticket.

Narrative: Allen was in a verbal argument with a 27-year-old woman in the parking lot of the Public Safety Building in the city of Cortland. During the argument, Allen pushed the woman out of his way and removed two of their children from her vehicle and placed them in his vehicle. He drove off but was later located at Walmart and arrested on the above charges.

Man charged with scheme to defraud

Name: Thomas M. Shingler

Narrative: On Jan. 1, Shingler told a 70-year-old woman that he needed $60 for his wife's cancer treatment, and he was given the money. An hour later, Shingler told the person he needed $80 to pay for his son's taxi cab ride from Binghamton to Cortland, and he was again given the money. One week later, Shingler contacted the individual and promised to pay her back, but after they met at his home, Shingler fled the scene with her money, police said. Both stories Shingler told were later found to be false. Shingler was arrested and jailed on $100 cash bail to with a future court date.
