Narrative: On Tuesday, at about 2:11 a.m., New York State Police from Ithaca arrested Anthony J. Rio, age 22, from Groton, for harassment. The arrest occurred after troopers responded to a dispute at a home on Cayuga Street in the town of Groton. An investigation determined that during a dispute, Rio grabbed the victim by the arm and throat, police said. He also pushed the victim out of a door which injured her ankle, authorities said. Rio was issued an appearance ticket.
