Summary: On Friday, Aug. 10, 19-year-old Jacob Glover displayed and pointed a BB gun pistol at an 18-year-old neighbor during a verbal confrontation. He was charged with misdemeanors of menacing and criminal possession of a weapon.

Four arrested on drug charges following traffic stop

Name: Philicia D. Twomey

Location: Groton Avenue, City of Cortland

Summary: On Sunday, Aug. 12, at 10 a.m., 28-year-old Philicia Twomey was driving a vehicle with a flat tire on Groton Avenue. She was found to have a suspended license and was in possession of narcotics, including bath salts and oxycodone. She was charged with third-degree criminal possession of a controlled substance and criminal use of drug paraphernalia, both felonies, as well as numerous vehicle and traffic violations.
