Item #3 – Consideration of a Resolution approve an intra-account transfer of $126,140 from the Wastewater ER&R account to budget line G8130-5040200, to cover expenses related to an emergency repair on the 1940 anaerobic digester. (Bruce Adams)

Item #6 – Consideration of a Resolution to amend contract dated April 4, 2016 for the design, engineering and permitting of the City of Cortland Air Stripper Refurbishing and Water Plant Upgrade, with Cedarwood Engineering to added construction management services ($150,000) continued engineering services ($104,536), start-up assistance ($14,200) and preparation of as-built drawings ($14,200). Whereas, the Mayor filed his 2020 General Fund Tentative Budget with Common Council on September 3, 2019, and

Whereas, Common Council accepted the Mayor’s 2020 General Fund Tentative Budget on September 17, 2019, and

Whereas, Common Council adopted its Proposed General Fund Budget on October 15, 2019, and

Whereas, A Public Hearing was held on the General Fund Proposed Budget on November 5, 2019.

Therefore, Be It Resolved that the City of Cortland Common Council adopt its 2020 General Fund Proposed Budget of October 15, 2019 as the 2020 Adopted General Fund Budget.

Item #9 – Consideration of a Resolution to set forth that the 2020 General Fund Tax Levy shall be $9,022,800 (City of Cortland Common Council)

Item #10 – Consideration of a Resolution to Adopt the 2020 Water Fund Budget. (City of Cortland Common Council)

Whereas, the Mayor filed his 2020 Water Fund Tentative Budget with Common Council on September 3, 2019, and

Whereas, Common Council accepted the Mayor’s 2020 Water Fund Tentative Budget on September 17, 2019, and

Whereas, Common Council adopted its Proposed Water Fund Budget on October 15, 2019, and

Whereas, A Public Hearing was held on the Water Fund Proposed Budget on October 15, 2019.

Therefore, Be It Resolved that the city of Cortland Common Council adopt its 2020 Water Fund Proposed Budget of October 15, 2019 as the 2020 Adopted Water Fund Budget.

Item #11 – Consideration of a Resolution to Adopt the 2020 Wastewater Fund Budget. (City of Cortland Common Council)

Whereas, the Mayor filed his 2020 Wastewater Fund Tentative Budget with Common Council on September 3, 2019, and

Whereas, Common Council accepted the Mayor’s 2020 Wastewater Fund Tentative Budget on September 17, 2019, and

Whereas, Common Council adopted its Proposed Wastewater Fund Budget on October 15, 2019, and

Whereas, A Public Hearing was held on the Wastewater Fund Proposed Budget on October 15, 2019.

Therefore, Be It Resolved that the City of Cortland Common Council adopt its 2020 Wastewater Fund Proposed Budget of October 15, 2019 as the 2020 Adopted Wastewater Fund Budget.

Item #12 – Consideration of a Resolution pursuant to Paragraph 5-31 of the City Code to authorize a 2020 Special Wastewater assessment in the amount of $785,000 levied in accordance with Local Law 6 of 1982 to be applied to debt services and cause this Resolution to be published in the City’s official newspapers.  (City of Cortland Common Council)

Item #13 – Consideration of a Resolution to adopt the following schedule of Water rates effective April 1, 2020.  (City of Cortland Common Council)

Minimum Quarterly Charge of $41.04 (5.86% Increase)

Water Rate for 13-499 Units of $3.42 per Unit (0.50% Increase)

Water Rate for 500 – 1000 Units of $3.12 per Unit (0.50% Increase)

Water Rate for 1001 or more Units of $3.32 per Unit (0.50% Increase)

Item #14 – Consideration of a Resolution to adopt the following schedule of Wastewater rates effective April 1, 2020.  (City of Cortland Common Council)

Minimum              $33.70   ($0.60 per quarter increase)

11 and more         $3.37 per unit   (1.81% increase)
