Scott man charged with violating protection order
Accused: Zackery J. Rice, 31, of Scott
Charges: First-degree criminal contempt, a felony
Details: State police stationed at Homer were dispatched at 8:08 a.m. Sunday and arrested Rice for striking or threatening to strike a person who had a valid order of protection against him, according to state police.
Legal action: Rice was released in accordance with the new bail reform laws enacted Jan. 1. He is scheduled to appear at a later date in court.
Forcible touching report leads to DWI arrest
Accused: Michael P. Moore, 42, of 107 Park St., Groton
Charges: Forcible touching, driving while intoxicated as a first offense and aggravated driving while intoxicated with a blood-alcohol content at or above 0.18 percent, misdemeanors
Details: A woman reported to city police Moore touched her breasts without permission on Valentine’s Day night while they were together at a Rickard Street apartment, according to the Cortland Police Department. Moore, who she had met on Facebook shortly before, had been invited over for drinks and was asked to leave after the incident, she told police. Police found Moore in his car in the parking lot of the Riverside Plaza at 160 Clinton Ave. and arrested him, according to city police.
Legal action: Moore was released to appear at 1 p.m. Friday in City Court.

Accused: Richard J. Minnick, 41, of Lancaster, PA
Charges: Driving while intoxicated as a first offense and operating a motor vehicle with a blood-alcohol content at or above 0.08 percent, misdemeanors
Details: Minnick was pulled over and arrested for drunken driving around 9:30 p.m. Monday on Interstate 81 northbound in Preble, according to state police.
Legal action: Minnick was released and is set to appear in Preble Town Court at a later date.
Accused: Audrey L. Walter, 32, of Friendsville, PA
Charges: Aggravated unlicensed operation of a vehicle while drunk, driving while intoxicated with a previous conviction and aggravated driving while intoxicated with a blood-alcohol content at or above 0.18 percent, all felonies
Details: Walter was pulled over and arrested for drunken, unlicensed driving at about 7:50 p.m. Sunday on Interstate 81 northbound in Cortlandville, according to state police.
Legal action: Walter is to appear at a later date in Cortland County Court.
Accused: Joshua T. Lee, 22, of Moravia
Charges: Driving while intoxicated as a first offense, a misdemeanor
Details: Lee was arrested at 2:25 a.m. Saturday for driving drunk on Kinney Gulf Road in Cortlandville, according to state police.
Legal action: Lee is to appear in Cortlandville Town Court at a later date.
Accused: Zachary J. Corl, 25, of 104 River St., Cortland
Charges: Driving while intoxicated as a first offense and aggravated driving while intoxicated with a blood-alcohol content at or above 0.18 percent, misdemeanors; moved from lane unsafely, crossing road hazard markings, speeding, violations
Details: A city police officer stopped Corl about 2 a.m. Valentine’s Day on Central Avenue, according to the Cortland Police Department. The officer observed Corl speeding and crossing road hazard markings, then determined Corl was intoxicated, city police said.
Legal action: Corl was released to appear at 1:15 p.m. Friday in City Court.
