Cortland Mayor Brian Tobin holds third business reopening update (video)

Cortland City Mayor Brian Tobin held a third business reopening update on Monday, May 18th, as some Central New York Region businesses started the first phase of reopening. Mayor Tobin gave his first update on May 14th and his second on May 15th.
