CPD: Suspect found with drugs after being arrested for stealing from Lowes

On July 30, 2021, A City police Sergeant encountered Richard Z. Andrews (29) of 5 Robins Way Apartment 6 Lansing, NY standing on the sidewalk in front of 93 North Main Street.

Andrews was pulling a wagon that contained over $1000.00 in new Dewalt tools that were still in their original packages. The Sergeant stopped to speak with Andrews and soon learned that Andrews had an active warrant for his arrest out of Cortland County. Andrews was taken into custody on that warrant.

The investigation revealed that the tools had been stolen from the Lowes in Ithaca and that Andrews had been captured on video committing the theft.

In addition to the stolen tools, at the time Andrews was taken into custody, he was found to be in possession of approximately 4 grams of crystal methamphetamine, a small quantity of heroin, packaging materials and a set of electronic scales.

Andrews was charged with;

  • Criminal Possession of Stolen property 4th (F)
  • Criminal Possession of a Controlled Substance 3rd (F)
  • Criminal Possession of a Controlled Substance 7th (M)
  • Criminal use of drug paraphernalia 2nd (M)

Andrews was remanded to the CCJ and is scheduled to appear again to City Court on 08/06/2021 at 10:00 AM.
