Man impaired by drugs arrested for ‘driving erratically’

A Homer man was arrested on Sunday after “driving erratically” on Madison Street and was found to be impaired by drugs, according to a City of Cortland Police report.

The report states that Corrie Ryan, age 39 of Rt. 11 in Homer, was stopped by a city patrol officer on Madison Street around 7 p.m. on Sunday. According to city detective lieutenant Dan Edwards, Ryan was “driving on the wrong side of the road.”

Edwards noted that “other vehicles didn’t have to swerve out of the way” of Ryan. Ryan was also the only person in the vehicle, according to Edwards.

Further investigation by city police discovered that Ryan was driving the vehicle without a license, due to his license being suspended in New York State. Ryan was also in possession of methamphetamines and marijuana, the report states.

The report noted that Ryan was “driving under the influence of drugs.” According to Edwards, however, he was unsure if Ryan was under the influence of meth, marijuana or both at the time of the arrest.

“A blood test was done, and it will be determined at a later date once we get results from the lab,” Edwards added.

Ryan has been charged with second-degree criminal possession of a controlled substance (a Class-A Felony); operating a motor vehicle while impaired by drugs and aggravated unlicensed operation of a motor (both misdemeanors); and traffic violations for passing a red light, moving unsafely from a lane and for being an unlicensed operator.

Ryan was arraigned and sent to the Cortland County Jail without bail.
