On November 15, 2023, New York State Police at Homer arrested Leonid Kozlov, age 26 of Bronx, NY for the misdemeanors of Unlawful Fleeing an Officer in a Motor Vehicle, Reckless Driving and Resisting Arrest.
A Trooper monitoring traffic on Interstate 81 in the town of Cortlandville observed a vehicle traveling at a high rate of speed and attempted to initiate a traffic stop. The operator failed to comply and accelerated in an attempt to elude the Trooper.
Kozlov exited the Interstate at exit 10 (McGraw) striking a guard rail, a sign and delineator then continued toward the city of Cortland recklessly operating the vehicle. He ultimately stopped on Main Street when he turned the wrong way onto the one-way part of Main Street and was blocked in by traffic.
Kozlov was transported to the Cortland County Jail for Central Arraignment.
The Trooper was assisted by Officers from the City of Cortland Police Department.
