Sheriff’s Blotter: Homer man faces sex abuse allegations

A Homer man is facing sexual abuse allegations, according to a report.

The Cortland County Sheriff’s release stated that the department has received reports of sexual abuse allegations that occurred in December 2023 at an undisclosed location in the town of Homer.

According to the report, Dale L. Phillips Sr, 65, had allegedly subjected a victim to “inappropriate sexual contact” on one occasion. The victim knows Phillips, the report noted.

A warrant for Phillips’ arrest was issued last Friday (May 24). Phillips was charged with first-degree sexual abuse (felony), and forcible touching and endangering the welfare of a child (misdemeanors).

Phillips was arraigned, released and is now due to appear in Homer town court on Tuesday (June 4).

Jason W. Scutt

Scutt, 52, of Cuyler, was arrested on Monday (May 27).

The county sheriff’s report stated that an active warrant was out for Scutt’s arrest through the New York State Police. When Scutt was taken into custody, he was allegedly in possession of drugs, according to the report.

Scutt was charged with seventh-degree criminal possession of a controlled substance – a misdemeanor. He was processed, released and is now due for arraignment on June 10 at Cortlandville town court.

Ryan R. Larrabee

Larrabee, 34, of Cortland, was arrested on Monday (May 27).

The county sheriff’s report stated that Larrabee allegedly stole merchandise from the Walmart store in the town of Cortlandville. 

Larrabee was charged with petit larceny, a misdemeanor. He was processed, released and is now due to appear in Cortlandville town court on June 10.
