City Police: Individual accused of manslaughter from incident in 2023

An individual has been accused of manslaughter and other charges that stemmed from an incident in December of last year (2023), according to a report.

The City of Cortland Police Department report stated that on Dec. 22, 2023, officers responded to a domestic incident at a residence on Main Street.

According to the report, Joseph R. Miller, 37, was arrested for alleged assault, criminal obstruction of breathing and obstruction of governmental administration. The victim, a 61-year old female, sustained fractured ribs and lacerations from allegedly being assaulted by Miller.

The report stated that the female victim died on Jan. 6 of this year. According to the report, it was determined that her injuries from the Dec. 22 incident “played a key role” in her death.

Miller was initially arrested on Dec. 22. After Miller’s case was presented to the Cortland County grand jury, Miller was indicted on manslaughter charges on top of the original charges.

Miller was arrested on Friday (June 21) and charged with first-degree manslaughter (Class-B Felony), second-degree manslaughter (Class-C Felony), second-degree assault (Class-D Felony), and criminal obstruction of breathing and second-degree obstruction of governmental administration (Class-A Misdemeanors).

Following his arrest, Miller was sent to Cortland County Jail. He will appear in court at a later date.
