Narrative: The arrest occurred after a state trooper responded to a Tompkins County 911 report of a dispute at a home on East Cortland Street in the village of Groton. An investigation determined that while in a verbal dispute with another person, Moore kept that person from calling 911 by taking her telephone from her hand, police said. Eventually, another person in the home called 911 and a trooper arrived.
