Cortland man charged with robbery, burglary
Name: Billy J. Foster, Jr.
Location: Main Street, City of Cortland
Summary: On Monday, July 30, at 7:45 p.m., 25-year-old Billy J. Foster entered a residence on Main Street by climbing through a window. Once inside, he grabbed a 21-year-old female, knocked her to the floor, and grabbed her cellphone while she was attempting to call the police, according to Lt. Richard Troyer with the City of Cortland Police Department. He was charged with felonies of third-degree robbery, second-degree burglary, and aggravated family offense, as well as misdemeanor charges of criminal mischief and endangering the welfare of a child.
Lansing man charged with DWI
Name: Garrison O. Heslin
Location: Route 13, Town of Cortlandville
Summary: On Saturday, July 28, at around 1 p.m., officers stopped a vehicle for a loud exhaust. Authorities determined that the driver, 48-year-old Garrison Heslin, was intoxicated. He was also found to be in possession of an open container of alcohol and a small amount of marijuana. Heslin was charged with a felony level driving while intoxicated due to a previous DWI conviction.
Cortland man threatened woman with razor blade, police say
Name: Charles M. Tomlin
Location: Groton Avenue, City of Cortland
Summary: At around 7 p.m. Friday, July 27, 43-year-old Charles M. Tomlin was involved in a verbal argument with a 25-year-old male in a parking lot on Groton Avenue in which he displayed and threatened the man with a razor blade, police said. He was sent to jail on $1,500 cash bail.
Cincinnatus man charged with DWI
Name: Mark I. Cobb
Location: Route 11, Town of Cortlandville
Summary: On July 27, 2018, at approximately 3:34 a.m., officers from the Cortland County Sheriff’s Office stopped 28-year-old Mark I. Cobb, for speeding, on Route 11 in the Town of Cortlandville. Upon further investigation Mr. Cobb was found to be intoxicated. He was arrested, processed, and later released to a third party.
