SPCA: Two individuals charged with neglecting dog

Two individuals were charged with neglecting a dog over the weekend, according to a report.

Sandra R. Snavely, 67, and Esther J. Snavely, 41, both of Daisy Hollow Road in the town of Harford, failed to provide proper food, water or shelter for their dog – Lightning – according to a report from the Cortland County SPCA.

Sandra and Esther were each charged with a count of failure to provide proper food and drink to an impounded animal (a misdemeanor) and a count of failure to provide appropriate shelter for dogs left outdoors (a violation).

The owners surrendered Lightning to the Cortland SPCA. Sandra and Esther were released without bail and now scheduled to appear in Harford town court on June 7.
