County Sheriff’s Blotter: Larcenies, fleeing and welfare fraud

The Cortland County Sheriff’s Office made four arrests since this past Thursday, based on arrest reports released to the public.

The charges from the arrests include larceny, obstructing governmental administration, welfare fraud and more.

Omar S. Harris-Raible and Lacey J. Hallstead

Harris-Raible and Hallstead, 43 and 38 of the town of Marathon, were arrested on Sunday evening.

According to the arrest report, both allegedly stole merchandise from the Walmart store in the town of Cortlandville, concealing the items in reusable shopping bags.

Harris-Raible and Hallstead were charged with sixth-degree conspiracy (a Class-B Misdemeanor) and petit larceny (a Class-A Misdemeanor).

Both were processed, arraigned, released and now due to appear in Cortlandville town court on June 26.

Kathleen C. Stauber

Stauber, 45 of Homer, was arrested on Sunday evening.

According to the arrest report, Stauber was involved in an undisclosed disturbance, left the area and walked west on State Route 11. When county sheriff’s officers located Stauber, she allegedly fled from the officers, disrupting traffic before her arrest.

Stauber was charged with second-degree obstructing governmental administration (a misdemeanor) and disorderly conduct (a violation).

She was processed, released and now due to appear in Cortlandville town court on June 26.

Debbra A. Wing

Wing, 54 of Cortland, was arrested on Friday evening.

According to the arrest report, Wing stole merchandise from the Walmart store in Cortlandville.

Wing was charged with petit larceny – a misdemeanor. She was processed, released and now due to appear in Cortlandville town court on June 26.

Lima M. Stafford-Campbell

Stafford-Campbell, 32 of Cortland, was arrested on Thursday.

According to the arrest report, Stafford-Campbell submitted paperwork to the Cortland County Department of Social Services that contained fraudulent information concerning her household composition and household income. She submitted the paperwork around March 8 of last year (2022), the report noted.

The report stated that this resulted in Stafford-Campbell receiving an excess of $2,700 in benefits.

Stafford-Campbell was charged with first-degree offering a false instrument, fourth-degree welfare fraud and fourth-degree grand larceny (all Class-E Felonies). She was processed, arraigned, released and now due to appear in Cortland city court on June 26.
