The City of Cortland Police report stated that officers stopped Freddy A. Duarte-Ramos, 38 of Cortland, on Monday (Oct. 16) for traffic violations near the intersection of Port Watson Street and Church Street.

According to the report, Duarte-Ramos was found in an “intoxicated condition” and was arrested for driving while intoxicated (DWI). The report noted that while being arrested, Duarte-Ramos kicked an officer.
