The City of Cortland Common Council is holding a special meeting today at 6 p.m. on the third floor of city hall at 25 Court St.
The meeting will begin with the council’s final review session of the tentative 2024 budget, followed by a couple of agenda items. Information on the city’s tentative 2024 budget can be found here.

Details on the budget review session and the agenda items are below:
Budget review meetings were held on Thursday, October 19 and Tuesday, October 24. Department heads have agreed to modifications as recommended by the Common Council or Administration.
The following items remain for Common Council review:
- Review Police Department and Department of Public Works changes
- Review Retirement Budget
- Review Health Insurance Budget (no changes proposed for 2024)
Agenda Item No. 1: File Proposed 2023 Budget and Set Public Hearing
- WHEREAS, the City of Cortland Common Council has reviewed the tentative 2024 City budget as submitted by the Mayor, and has agreed to certain modifications to the tentative budget with intent to file the proposed 2024 City budget; NOW, THEREFORE, BE IT
- RESOLVED, that the City of Cortland Common Council does hereby direct the Director of Administration and Finance to modify the tentative 2024 City budget to reflect the changes agreed to by the Common Council and file the resulting proposed 2024 City budget with the City Clerk who shall make the proposed budget available to the public on the City website and in the office of the City Clerk, AND BE IT FURTHER
- RESOLVED, that the City Clerk shall publish in the official newspaper of the City notice of its filing, an abstract, and notice of the place and time at in the Common Council shall hold a public hearing on it; AND BE IT FURTHER
- RESOLVED, that on December 5, 2023 at 6:00 p.m. prior to its scheduled regular meeting, the Common Council shall hold a public hearing on the proposed City budget at which any persons may be heard for or against the proposed 2024 City budget, or any item thereof; AND BE IT FURTHER
- RESOLVED, that after the public hearing, the Common Council may add or subtract, increase or decrease, items of appropriation or anticipated revenues from the proposed 2024 City budget, except appropriations required by law or for debt service prior to adoption of the final 2024 City budget in accordance with Article XXI Section C21-10 of the City Charter; AND BE IT FURTHER
- RESOLVED, that on December 19, 2023, during its scheduled regular meeting, the Common Council shall by resolution adopt a final 2024 City budget.
Agenda Item No. 2: Authorize Submission of a Law Enforcement Technology Grant
- WHEREAS, the City of Cortland Common Council intends to request funding from the New York State Division of Criminal Justice Services (NYS DCJS); AND
- WHEREAS, per the financial policies adopted by Common Council, authorization to apply for a grant is required via resolution; AND
- WHEREAS, the Police Department has prepared a grant application to the NYS DCJS through the Law Enforcement Technology grant program (LETECH); AND
- WHEREAS, the grant opportunities provides funding for law enforcement agencies to fund specific technologies and various type of equipment to help keep the community and law enforcement partners safe; AND
- WHEREAS, funding for this program must supplement, not-supplant, current funding and will be provided as a one-time reimbursement payment with no required local match; AND
- WHEREAS, the Police Department will apply for no more than $750,000 of grant funding to purchase surveillance cameras, radios, mobile data terminals, and other equipment as identified in the grant application; NOW, THEREFORE, BE IT
- RESOLVED, that the City of Cortland Common Council does hereby authorize the submission of a grant application in an amount of no more than $750,000 with no local match; AND BE IT FURTHER
- RESOLVED, that Mayor Steve or his designee is hereby authorized and directed to file an application for grant funds from the New York State Department of Criminal Justice Services, and upon approval of grant award, to enter into an executive a grant agreement with New York State.
