County Sheriff’s Blotter: Driving while impaired by drugs, multiple infractions and more

The Cortland County Sheriff’s Office recently released arrest reports that involved driving while ability impaired by drugs, multiple infractions and more.

Timothy W. Rathbun

Rathbun, 41 of Cincinnatus, was arrested on Oct. 31.

According to the report, Rathbun was involved in a two car accident in the town of Cortlandville. Rathbun was found to be impaired by drugs, and was driving a vehicle with a suspended driver’s license due to a previous driving while intoxicated conviction.

Rathbun was charged with first-degree aggravated unlicensed operation of a motor vehicle (a felony), driving while ability impaired by drugs (a misdemeanor), and for following too closely to other vehicles (an infraction).

He is due to appear in court today (Nov. 1).

Nicholas T. Kemp

Kemp, 25 of Truxton, was arrested on Saturday (Oct. 28).

The report stated that officers conducted a traffic stop in Cortlandville. Kemp was found to be driving his vehicle while impaired by drugs, and was in possession of a small amount of narcotics.

Kemp was charged with driving while ability impaired by drugs (a misdemeanor), and for unlicensed operation, no seatbelt and driver's view obstructed (all infractions).

Kemp was processed, released and now due to appear in Cortlandville town court on Nov. 13.

Brianna K. Coville

Coville, 38, of the town of Homer, was arrested on Saturday (Oct. 28).

The report stated that officers dispatched to a residence in Homer for a domestic disturbance. During the investigation, Coville was in possession of a small amount of narcotics.

Coville was charged with seventh-degree criminal possession of a controlled substance and endangering the welfare of a child (both misdemeanors).

Coville was processed, arraigned and released. She is due to appear in Homer town court on Nov. 21.
